Of course fighting is part of it, but there are 2 problems I’ve noticed with the design in general.

One is the cost of war. Troops are too easily lost and too time consuming/expensive to replace. You can spend a month+ to train enough troops to fight, then lose them all in 3 minutes. To replace them quickly will cost $100-$1000.
Second are the money monsters. You simply can’t fight them when they’ve spent a quarter million $ on the game, and use their account to control everything that happens on the map. Try to attack just one player in their alliance (reason to play the game) that you actually could fight, and they’ll order their entire alliance to drop in and zero yours (reason to quit the game).
The devs desperately need to loosen their monetisation of the core gameplay loop, and fix their matchmaking algorithm. Increasing the capacity of the medbay could help, and removing Biochemical Warfare Research would help as well (before Biochem, only the voluntary aggressors were at risk of losing troops to KIA, which was much fairer for everyone I think. Full infirmary not withstanding).
